Functioning of A.P. Nursing and Midwifery Council
State Nursing Council (SNC) was formed during 1926 in Madras presidency with the assent of Governor General to regulate the registration of Nurses, Midwives etc.
Principal Act was amended in 1934 (Act No. VII of 1934). The Indian Nursing Council Act came into force in 1947 with an objective to establish a uniform standard of training for Nurses, Midwives and Health Visitors.
An Act was passed by the Andhra Pradesh Legislature in 1963 to amend certain provisions of the Act and to extend the same in the whole of Andhra Pradesh with the assent of the President of India on31stJanuary, 1964 and came into force w.e.f. 4-2-1964 as the Act No. 5 of 1964.
The main object of the Act is to regulate the Registration of Nurses etc. Rules were framed under the said Act that came into force (28-1-1965) on 27-2-1969 vide G.O.Ms.No.252, Health, Housing,Municipal Administration Department. Part – II of the Rules deal with provisions regulating the conditions of admission to register under Section 11(2) (b) of the Act.
Section 7(4) of the Act expressly says that the Council shall be responsible for the due performance of the functions imposed on it by the Indian Nursing Council Act; 1947APNMCs is formed to provide basic standards in education and training and issue licenses to the trained nurses. A license issued by a council provides assurance to the public that the nurse has met predetermined standards.
Major functions of APNMC-
- Regulation of training programme of the diploma, Graduate and Post Graduate Courses
- Supervision of the practice of the profession by its Member
- Granting recognition to the training institutions and periodical Inspection there on, as the Council is governing authority of physical and clinical facilities in almost all the nursing courses conducted in the institution
- Prescribing syllabus and curriculum for various nursing courses and conducting qualifying examination there for
- Registration and granting certificates to qualified persons to practice their profession and to watch and take action against the practice of the profession by quacks and check mal-practice as well and to take action

The following Thirteen Ex-officio members, namely :
- The Director of Medical Services, Andhra Pradesh.
- The Director of Public Health, Andhra Pradesh or his representative.
- The Assistant Director of Medical Services (Nursing), Andhra Pradesh.
- The Nursing Superintendent, Osmania General Hospital, Hyderabad.
- The Nursing Superintendent, King George Hospital, Visakhapatnam.
- The Nursing Superintendent, Government General Hospital, Guntur.
- The Nursing Superintendent, Government General Hospital, Kurnool.
- The Nursing Superintendent, Government General Hospital, Kakinada.
- The Nursing Superintendent, Government General Hospital, Warangal.
- The Nursing Superintendent, Government General Hospital, Tirupati.
- The Superintendent, Government Maternity Hospital, Hyderabad.
- The Assistant Special Officer, Indian Medicine Department.
- The Assistant Director of Public Health (Maternity and Child Welfare).
The following nine elected members, namely :-
- Two registered medical practitioners, one of whom shall be a woman, elected in the prescribed manner by the Andhra Pradesh Medical Council established under the law relating to the registration of practitioners of modern scientific system of medicine for the time being in force in the State.
- Five registered nurses elected in the prescribed manner by the registered Nurses, Midwives, Auxiliary Nurse Midwives and Health Visitors.
- One member elected in the prescribed manner by the Trained Nurses Association of India.
- One member elected by the Examining Board, Nurses Auxiliary of the Christian Medical Association of India (South India Branch)
The following five nominated members, namely:-
- One registered nurse, one registered Midwife or Auxiliary Nurse-Midwife and one registered Health Visitor nominated by the State Government.
- Two non-officials nominated by the State Government from among persons who are not of the classes referred to above, one of whom shall be a woman.
The Director of Medical Education, Andhra Pradesh shall be the President of the Council

Registrar : The Registrar does not act or take any policy decisions independently except Registration and Renewals of Nurses etc., and issue of Registration Certificates. All Correspondence relating to the Council will be dealt in the Nursing Council with the approval of Director of Medical Education who is the President and Ex-Officio Member of the Nursing Council.

The Work run in the Council is as enumerated below :
- Conducting inspections of training schools for Permission, Recognition and Renewal of Recognitions with the approval of the Director of Medical Education.
- Registration and Renewal of Nurses, Midwives, Health Workers, Health Visitors and B.Sc. (Nurses).
Granting of Permission for Establishment of MPHW (F) and Schools of Nursing :
Under Rule 38 made under Section 11(2) (b) of A.P. Nurses and Midwives (Extension & Amendment) Act, 1964 the Council is empowered to grant permission with the approval of Government to any institution, which applied for the same and also fulfill all the conditions laid down by the Indian Nursing Council in this respect.

Renewal of Recognitions :
As per G.O.Ms.No. 75 HM&FW., Dt. 28-03-2003 every School of Nursing and MPHW(F) Training Schools should be renewed once in five years.
Registrations :
Under Rule 31 made under Section 11 (2) (b) of Andhra Pradesh Nurses and Midwives (Extension & Amendment) Act, 1964 the Council is empowered to Register the Certificates of Nurses, Midwives, Health workers, Health Visitors and B.Sc. (Nurse). The Candidates should renew the certificates once in five years as per the recommendations of the INC.
The candidates who havestudied and passed the examination from other states are eligible to register in Andhra Pradesh after getting No Objection Certificate.
Rule - 38 for Establishment of Nursing Schools :
“ With the approval of the Government, the Council shall from time to time authorize such institutions as may be deemed competent in that behalf to train Nurses, Midwives, Auxiliary Nurses-Midwives, Health Visitors for the purpose of admission to the register under rule 31. Such authorization may if the council deems it necessary, be given with retrospective effect from earlier date as may be specified by it.
Recognition of Nursing schools :
Under Rule 39 made under Section 11(2) (b) of A.P. Nurses and Midwives (Extension & Amendment) Act, 1964 the Council is empowered to inspect the institutions by deputing inspectors for the purpose of according Recognition to the training centers of Nurses, Midwives, Auxiliary Nurse Midwives, Health Visitors and B.Sc., NurseCancellation of Registrations:
Under Rule 40 made under Section 11(2) (b) and (d) of A.P. Nurses and Midwives (Extension & Amendment) Act, 1964 the Council is empowered to refuse the register or remove from the register permanently or for a specified time the name of Nurses etc.,
